In today's business environment, every organization is affected by competition for survival and success. It is therefore imperative that organizations retain the staff. A competent Human Resources department can only maintain continual competence and success by motivating its staff. It is under this background that the research project was undertaken. The Traffic Safety Council of Zimbabwe has the mandate to train all road users to be responsible but without motivated workforce, road traffic accidents increased. The only way to effectively and efficiently implement its vision, Traffic Safety Council has to maintain a stable workforce and minimize staff turnover. In this regard from a population of 50 staff, 30 were sampled. The sample was divided into two i.e. top management (10) and subordinates (20). The descriptive survey method was used as the research design because of its merits in collecting data. The main instruments used were questionnaires, interviews and record analysis.
